Kevin P. Rooney is a Fresno criminal defense attorney and government investigations attorney who represents clients in grand jury and criminal matters in federal, state, and appellate courts. Kevin represents clients in Fresno County, Madera County, Merced County, Tulare County and Kings County in state criminal matters and nationally in federal criminal matters. For over 25 years, Mr. Rooney worked in the Fresno United States Attorney’s Office where he prosecuted federal criminal cases including conspiracy (21 USC 846, 18 USC 371), drugs and marijuana (21 USC 841), money laundering, structuring, and bulk cash smuggling (18 USC 1956, 18 USC 1957, 31 USC 5324, 31 USC 5332), tax crimes (26 USC 7201, 26 USC 7206), firearms cases (18 USC 922g, 18 USC 924c, 26 USC 5861), and fraud (18 USC 1341, 18 USC 1343) He also prosecuted civil rights violations (18 USC 242, 18 USC 245), and prison offenses involving correctional officers, staff, and inmates including bribery, drug interdiction, and violent crime. (18 USC 201, 18 USC 1791, 18 USC 111, 18 USC 113). Mr. Rooney has a great deal of experience with the investigation and prosecution of crimes allegedly committed on federal land such as BLM, Forest Service or National Park land including fire related offenses (18 USC 1855, 36 CFR 261.5) and alleged sexual offenses (18 USC 2241, 18 USC 2242, 18 USC 2243). Mr. Rooney has represented clients who have been accused of federal offenses in Yosemite National Park and Sequoia National Park.
Starting in 2008, Mr. Rooney served as Chief of the Narcotics and Violent Crime Unit where his responsibilities included the review and approval or declination of all wiretap applications, indictments, and plea bargains. Mr. Rooney previously worked in the Tulare County District Attorney’s Office where he prosecuted a full range of state criminal offenses including murder, robbery, burglary, fraud, felony and misdemeanor driving under the influence. Mr. Rooney is also an experienced federal appellate attorney having argued many cases before the United States Court of Appeals for the Ninth Circuit and submitting over 25 briefs to that Court. Mr. Rooney has been recognized for outstanding performance by many organizations including the DEA and FBI.
